What JPG to PDF does
JPG to PDF turns photos and images into a single PDF, one image per page. JPEGs are copied into the PDF byte for byte, so they keep exactly the quality they had. PNGs are stored again without loss, so an ordinary 8-bit PNG keeps every pixel; a 16-bit PNG is reduced to 8 bits per channel, and an embedded colour profile is not kept. WebP is converted to high-quality JPEG, because PDF cannot store it. Everything happens in your browser, so photos from your phone or camera are never uploaded.
How to convert JPG images to PDF
- Add your images Choose JPG, PNG or WebP images, as many as you need. Pages follow the order the images were picked or dropped in, which Selected files shows. iPhone HEIC photos are not supported: export them as JPEG, or set the camera to Most Compatible.
- Choose the page size Pick Fit each page to its image, or A4 or Letter to centre each image on a standard page without cropping it.
- Build and save Select Build the PDF, check that the page count matches the number of images, then save the new PDF.
Worked example
Turn three receipt photos into one expense attachment.

- Choose three JPG, PNG or WebP images in receipt order.

- Select Fit to retain each image shape, or A4/Letter for fixed paper. Review orientation and image order before conversion.
- Result
- Expect one PDF with three image pages. Zoom in to check dates, tax and totals before sending it.
If the result is not right
If a phone photo is an unsupported format, export it as JPG or PNG first. For perspective correction and searchable scans, use Scan to PDF.
Limits worth knowing
- Fixed-size paper can introduce margins. Making a photo into a PDF does not recognise its text or improve a blurred original.
Questions and answers
Does converting JPG to PDF reduce image quality?
Not for a JPEG or an ordinary 8-bit PNG. A JPEG is copied into the PDF byte for byte, and a PNG is stored again without loss, so it keeps every pixel. There are three exceptions: a 16-bit PNG is reduced to 8 bits per channel, an embedded colour profile on a PNG is not kept, and WebP, which PDF cannot store, is re-encoded as JPEG at quality 92. The result tells you when a PNG or a WebP was handled this way. A PNG's own compression is not carried over, so a PDF built from PNG screenshots can be larger than the PNG files were.
Can I turn iPhone HEIC photos into a PDF?
Not yet. HEIC files are skipped, and the page says how many were left out; JPEG, PNG and WebP are accepted. A file named .jpg that is really HEIC inside is caught too, and the result lists it by its position. To make an iPhone save new photos as JPEG, go to Settings, then Camera, then Formats, and choose Most Compatible, or export existing photos as JPEG before adding them.
Why are the pages different sizes?
Fit each page to its image, the default, sizes every page from its picture's pixel dimensions, counting 96 pixels to the inch, so a phone screenshot and a camera photo give pages of different sizes and shapes. A photo too large for a page about the size of A2 is scaled down as a whole, so it keeps its proportions rather than being squashed. For a PDF where every page matches, choose A4 or Letter: each image is scaled to fit inside a quarter-inch margin and centred, never cropped or stretched.
What order will the pages be in?
The order the images arrive in: the order you picked them, or the order they were dropped. With two or more images, open Selected files above the button to check it before building. There is no drag-to-reorder step on this page, so if a photo lands in the wrong place, open the finished PDF in Organize PDF pages and move it.
Will portrait phone photos come out sideways?
No. Phones often store a photo sideways with a tag that says which way to turn it. For JPEGs that tag is read and the page is turned to match, so the photo stands the right way up while its bytes stay untouched, and the notes say how many were turned. A mirrored tag, which some front cameras write, cannot be expressed on a PDF page, so that photo is placed unmirrored. A PNG that comes out sideways is stored sideways: turn that page afterwards with Rotate PDF.
Does the PDF keep my photos' location data?
It can. Nothing is uploaded, but because each JPEG is copied in byte for byte, its hidden camera data travels inside the PDF: the date, the phone model and, if location was on when it was taken, GPS coordinates. A PDF viewer does not show it, but anyone who extracts the images can read it. If that matters, remove location from the photos before adding them, or run the finished PDF through Compress PDF with Reduce under Pictures, which re-saves each photo it shrinks without that data.
